Ted Ingram adalah seorang loper Koran yang masih aktif melakukan pekerjaannya meski usianya saat ini sudah 90 tahun.

Yakuza ada di Indonesia

Orang-orang Yakuza ini sangat rapi, layaknya seorang pengusaha biasa, pakai setelan jas dan perlengkapan diri secara baik. Bahkan, barang-barang yang mereka pakai umumnya berharga mahal dan memiliki nama besar di dunia fashion.

Seorang anggota Yakuza di Tokyo, Takahashi, pernah menceritakan sebuah kisah bagaimana seorang preman Indonesia sempat mencoba meminta uang kepada eksekutif sebuah perusahaan Jepang.

Dengan halus eksekutif itu memintanya datang hari berikutnya. Ketika datang kembali ke kantor eksekutif Jepang itu, sang preman Indonesia langsung dihadapkan kepada seorang anggota Yakuza, orang Jepang, dengan tampang cukup menyeramkan dan berbadan kekar akan tetapi tetap berpakaian rapi layaknya eksekutif lain.


Melihat hal itu, sang preman Indonesia mengerti sendiri dan mengurungkan niatnya untuk meminta uang "backing" tersebut.

Kelesuan perekonomian Jepang yang dimulai seusai masa gelembung ekonomi awal tahun 1990-an sampai dengan kini yang tampak semakin parah, membuat para anggota Yakuza ini meluaskan usaha pencarian uangnya tidak hanya di Jepang tetapi juga ke luar negeri, termasuk Indonesia.

Ulah para Yakuza ini tampaknya cukup memusingkan otoritas di Amerika Serikat (AS).

Sebuah lembaga di AS, misalnya, International Crime Threat Assessment (ICTA), menyebut Yakuza sebagai salah satu sindikat kejahatan terbesar dan sangat kuat di dunia.

Kelompok Yakuza ini telah melakukan investasi di bidang properti cukup banyak, baik di AS maupun Kanada, termasuk lapangan golf, hotel, sampai kepada investasi di pasar modal. Bahkan, kini ada yang ahli di bidang komputer dan teknologi finansial.

"Itulah sebabnya pada tahun 2010 nanti kelompok kejahatan ini diperkirakan akan semakin ahli bergerak menguasai kejahatan kerah putih (white collar s crime) khususnya melalui kemajuan teknologi yang ada," demikian sebuah isi laporan tertulis ICTA.

Itulah sebabnya kepolisian Jepang pun semakin berjaga-jaga dan meluaskan monitornya ke negara lain.

Operasi Yakuza pertama kali di luar Jepang dilakukan di Hawaii akhir tahun 1970-an. Kelompok Inagawa-kai itu melakukan investasi di sana dan kerja sama dengan banyak perusahaan AS pada awal tahun 1990-an. "Sedangkan keberadaan dan aktivitas Yakuza di Indonesia diperkirakan telah dimulai sekitar tahun 1980-an," ungkap Takahashi.

Aktivitas Yakuza itu memang semakin dipersempit geraknya di Jepang setelah keluar Undang-Undang (UU ) Anti Organisasi Kejahatan tahun 1992 dan parlemen Jepang juga semakin memperkuat UU itu dengan keluarnya UU lain pendukungnya pada tahun 1999 dan 2000.

Dengan UU Anti Organisasi Kejahatan, kedua pihak, baik perusahaan Jepang apalagi organisasi dan anggota kejahatan, bisa dihukum penjara berat apabila terbukti melakukan kerja sama dengan Yakuza.

Oleh karena munculnya UU baru itulah, pola pencarian uang para anggota Yakuza ini berubah. Misalnya, dengan menjual produk dengan harga mahal di atas harga pasar, menyewakan sesuatu dengan harga mahal, dan sebagainya. Sebagai imbalannya, perusahaan tersebut tak akan diganggu kelompok kejahatan ini.

Awal Januari tahun 2003, pihak kepolisian Jepang mengungkapkan pula keterlibatan 4 perusahaan besar Jepang dengan sindikat kejahatan Jepang. Berita itu dilansir kantor berita Jepang Kyodo.

Keempat perusahaan itu adalah Tokyo Electric Power Co, Nippon Steel Corp, NKK Corp, dan Toppan Printing Co. Lebih dari 10 tahun mereka melakukan bisnis dengan sindikat bawah tanah Jepang.

Caranya antara lain dengan membeli produk teh dari perusahaan yang terkait dengan salah satu organisasi Yakuza, Otowa-ikka, salah satu unit terbesar di dalam Sumiyoshi-kai.

Nippon Steel akhirnya menyatakan akan menghentikan transaksi bisnisnya dengan mereka bulan Maret 2003 nanti dan tiga perusahaan lainnya tersebut menyatakan telah menghentikan bisnisnya dengan perusahaan yang diduga terlibat di dalam organisasi kejahatan Jepang.

NKK, salah satu perusahaan baja terbesar Jepang, mengakui mengalami banyak kerugian dari transaksi tersebut sehingga urusan bisnis itu akhirnya dihentikan sebelum melakukan integrasi operasi bersama dengan Kawasaki Steel Corp. NKK dan Kawasaki kini berada di bawah atap perusahaan holding, JFE Holdings Inc, yang dibangun tanggal 27 September 2002.

Produk teh yang diperdagangkan itu dijalankan oleh isteri pemimpin Otowa-ikka, sebuah kelompok kejahatan Jepang. Lalu ada pula usaha menyewakan tumbuh-tumbuhan pemanis kantor yang dijalankan oleh kelompok kanan kejahatan Jepang, dipimpin almarhum Ketua Otowa-ikka.

Perusahaan Jepang itu rata-rata harus mengeluarkan antara 10.000 yen sampai dengan 250.000 yen per bulan selama lebih dari 10 tahun untuk urusan bisnis dengan sindikat kejahatan Jepang.

Bulan September 2002 lalu, Tokyo Dome Corp, perusahaan yang tercatat di pasar modal Jepang dan antara lain mengelola stadion olahraga, hotel, tempat hiburan atau permainan, dan fasilitas lain di Tokyo, ditemukan polisi telah memberikan tiket pertandingan baseball profesional dan membiarkan para anggota kejahatan itu menggunakan fasilitas di stadion olahraga itu dengan harga khusus.

Sedangkan Tepco, perusahaan listrik terbesar di Jepang hanya mengomentari sekilas soal penemuan polisi Jepang. "Kami tidak tahu sejarahnya dan kaget setelah mengetahui transaksi dagang selama ini ternyata dengan anggota sindikat kejahatan Jepang. Oleh karena itu kami hentikan bisnis tersebut dengan mereka," kata sumber di Tepco.

Yakuza, yang berarti sindikat organisasi kejahatan Jepang, memiliki banyak anggota dan kelompok. Yang terbesar bernama Yamaguchi-gumi (kelompok Yamaguchi).

JUMLAH anggota Yakuza di Jepang semakin menurun saat ini karena peraturan yang ada membuat mereka semakin tak berkutik.

Yamaguchi-gumi sendiri diperkirakan memiliki sekitar 8.000 anggota. Jumlahnya semakin menyusut sekitar 50 persen saat ini karena banyak faktor. Misalnya, meninggal akibat perang antar gang, ditangkap petugas, ditahan dan masuk penjara, bunuh diri, dan paling banyak yang mundur dari keanggotaan sindikat itu karena hukum di Jepang nyaris tak memberi napas lagi kepada mereka untuk beraktivitas leluasa seperti dulu.

Di samping itu perekonomian Jepang yang semakin parah membuat donasi "backing" itu semakin berkurang saat ini. Akibatnya, sebagian dari mereka memperluas usaha ke luar Jepang, khususnya di mana banyak investasi perusahaan Jepang di sana, seperti di Indonesia.

Markas besar para anggota Yakuza ini umumnya berada di daerah Kansai (Osaka dan sekitarnya). Penghasilan mereka pun per bulan sekitar 700.000 yen.

Pendanaan organisasi kejahatan seperti Yamaguchi-gumi saat ini membuat pusing kepala para pimpinannya karena upah mereka sebulan untuk para pemimpin kelompok kecil saja sedikitnya 700.000 yen.

"Dari mana uang sebanyak itu bisa diperoleh saat ini dengan situasi ekonomi Jepang yang parah," papar Shin Kitayoshi dari Osaka Antigang Center.

Para anggota kejahatan Jepang itu pun tak tanggung-tanggung dalam operasinya. Kalau perlu menghilangkan nyawa polisi. Ada sebuah kasus yang diputuskan pengadilan negeri Kyoto bulan September 2002 lalu.

Tiga anggota sindikat kejahatan Jepang diharuskan membayar sekitar 80 juta yen akibat salah tembak dan menghilangkan nyawa seorang polisi Jepang dalam kasus tembak-menembak tahun 1995.

Namun, pengadilan menolak tuntutan kompensasi kepada Yoshinori Watanabe, Kepala Yamaguchi-gumi, karena Watanabe dianggap tak terlibat langsung dalam peristiwa hilangnya nyawa polisi Jepang itu.

"Kasus itu hanya merupakan perang antar gang yang berakibat terbunuhnya polisi berpakaian preman, jadi tak relevan dengan posisi Watanabe sebagai kepala Yamaguchi-gumi," papar hakim Yasukazu Watanabe.

Apa pun yang dilakukan sindikat kejahatan Jepang ini, khususnya di Jepang, mulai kelihatan buahnya bagi pihak penegak hukum karena jumlah mereka semakin kecil akibat diterapkannya hukum yang semakin memperberat keberadaan mereka.

Jelaslah kini, penanganan mereka dengan mempersempit gerak aktivitasnya melalui jalur hukum cukup berhasil di Jepang. Namun, monitor secara kesinambungan terhadap organisasi kejahatan ini masih lebih penting lagi guna menghindari bangkitnya kembali kekuatan mereka di tengah kelalaian kita, yang mungkin saja terjadi karena tak ada manusia yang sempurna.

Hal inilah yang perlu kita pelajari untuk diterapkan di Indonesia. Di samping hukum yang sangat ketat untuk menekan mereka, keandalan penegak hukum serta partisipasi masyarakat memang sangat dibutuhkan untuk mengantisipasi semakin merajalelanya kekuatan jahat tersebut.

Bayi-bayi dalam Botol yang Memilukan

Berikut ini adalah sebuah museum di Filladelfia, dimana di museum ini terdapat bayi-bayi yang diletakkan di dalam botol. Bayi-bayi tersebut merupakan hasil dari kesalahan dokter setempat.
